The CAT tourniquet was invented by CAT Resources, owned by Composite Resources. It was tested along with eight other tourniquets in 2004 at the U.S. Army Institute of Surgical Research in San Antonio, Texas. The evaluation was prompted because many soldiers and units on deployment were purchasing tourniquets from the Internet, but the effectiveness of the tourniquets had not been determined. Once testing was complete, the institute's researchers recommended that the combat application tourniquet be sent to deployed troops to stop otherwise lethal blood loss.

The patented CAT® is a true one-handed tourniquet proven to be 100% effective by the U.S. Army Surgical Research Institute. Tests demonstrated that CAT® completely occluded blood flow to an extremity in the event of a traumatic injury with significant hemorrhage.
The CAT® uses a durable winch system with a patented free-moving internal band that provides true circumferential pressure at the end. Once properly tightened, the bleeding will stop and the winch will be locked in place. A hook and loop winch retention strap is then applied, securing the winch to maintain pressure during casualty evacuation. The CAT®'s unique dual fastening system avoids the use of screws and clips which can become difficult to operate under survival stress or where fine motor skills are compromised.
The patented Combat Application® (CAT®) tourniquet which features the mechanical advantage of a band within a strap has been the official tourniquet of the United States Army since 2005. Innovations in the CAT® are protected by U.S. patents n. 7,842,067 and 7,892,253.
